About the fund

The creation of the The FTD—Fund for Digital Transformation in West Africa—enables BOAD and KfW to promote digital transformation in WAEMU countries and to help public administrations strengthen, secure, and develop their information systems, with a view to increasing their productivity and promoting greater transparency in public administration, , while significantly improving the quality of public services provided to citizens.

The FTD targets public administrations with three main objectives:

Digitalization: A Major Public Policy Issue in WAEMU Countries

BMZ has made digitalization one of its top priorities

KfW is providing funding for the establishment of the FTD in partnership with BOAD

Why FTD?

The Digital Transformation Fund (FTD) provides funding for non-commercial public projects related to priority infrastructure and e-services proposed by public administrations (the national government, local authorities, or autonomous public institutions).

Eligible projects

The FTD funds non-commercial public projects related to infrastructure and priority e-services proposed by public authorities (the federal government, local governments, or autonomous public institutions), particularly in the following sectors:

Budget, and Planning

Civil Administration, Local Governments, Decentralization, and Local Development

Health, education, social development, justice, and humanitarian aid

Projects must pursue at least one of the three objectives

improve and develop government information systems (network infrastructure, IT equipment, and hardware);

develop and deploy tools and platforms for the delivery of digital services
(e-services)

strengthen the security of government information systems.
